Annmarie Conboy-DePasquale
Senior Policy Advisor, Government Relations, Brownstein Hyatt Farber Schreck

Annmarie Conboy-DePasquale crafts strategies to achieve the policy priorities of clients on issues involving financial services, infrastructure, transportation and labor legislation and regulation. She identifies political developments on Capitol Hill and in regulatory industries and situates stakeholders at critical policy junctures.

Fluent in Washington-speak, she crafts advocacy strategies that translate her clients’ interests into the language of policymakers in Congress, the White House and federal agencies. She writes comment letters, policy analysis, talking points and more to communicate stakeholder viewpoints to those that can facilitate change. Her time in the offices of Reps. Katherine Clark (D-MA) and Joseph Kennedy III (D-MA) fostered connections in the legislature that she uses to make sure client concerns are brought to the right people.

At Brownstein, Annmarie helps manage the intern program and aids in the oversight and mentorship of the policy analysts on the Government Relations team.


Peter Feldman
Acting Chairman, U.S. Consumer Product Safety Commission

Peter A. Feldman is Acting Chairman of the U.S. Consumer Product Safety Commission (CPSC). He has been a Commissioner at CPSC since October 2018, when he was nominated by President Donald J. Trump and confiemd by the United States Senate to complete the remainder of a term expiring in October 2019. Mr. Feldman was re-nominated, and confirmed, to a subsequent seven-year term that will expire in October 2026. He was chosen by his fellow Commissioners to serve as Vice Chairman, and in that capacity he became Acting Chairman in January 2025.

Acting Chairman Feldman has advanced several key priorities during his time on the Commission to keep Americans safe, including strengthening CPSC's enforcement operations, increasing the agency's presence at U.S. ports, and seeking to hold e-commerce platforms accountable for importing foreign-made goods that violate federal law. In addition, Mr. Feldman has led outreach initiatives to underserved rural and tribal communities across the nation.

Prior to joining the Commission, Mr. Feldman was Senior Counsel to the United States Senate Committee on Commerce, Science, and Transportation. In that role, he served as a key advisor on consumer protection, product safety, data security, and privacy issues to the Committee's then-chairman, Sen. John Thune (R-S.D.).

Mr. Feldman led the Commerce Committee's efforts on numerous bipartisan legislative initiatives, including the Consumer Review Freedom Act, the Better Online Ticket Sales Act, and the Child Nicotine Poisoning Prevention Act.

As a staffer for former Sen. Mike DeWine (R-OH), Mr. Feldman worked directly on the Virgina Graeme Baker Pool and Spa Safety Act, a landmark safety bill that addresses safety regulations to protect young children, as implemented by CPSC.

Mr. Feldman holds a B.A., cum laude, from Colgate University and a J.D., cum laude, from American University's Washington College of Law. He is a member of the Maryland Bar.

Paige Flanagan is a partnerships leader at rePurpose Global where she helps organizations navigate sustainability challenges through strategic partnerships, regulatory guidance, and compliance solutions. With more than a decade of experience in analytics, digital transformation, and global operations, she brings a practical, data-driven perspective to extended producer responsibility and sustainable packaging initiatives. She obtained her MBA in Sustainable Innovation and is passionate about advancing scalable, cross-sector climate solutions.

Andrew Hackman
Principal Lobbyist, Serlin Haley

Andrew is a registered state and federal lobbyist who has testified before the U.S. Senate and lobbied in over 25 state capitols. Prior to joining Serlin Haley, he served as vice president of government affairs for the Toy Industry Association, where he oversaw TIA’s advocacy programs at both the state and federal levels. Andrew also has directed the national government affairs program of the Consumer Specialty Products Association. Andrew received a Bachelors of Science in Public Affairs from Indiana University’s School of Public and Environmental Affairs in Bloomington, Indiana, and a Master of Business Administration from George Washington University in Washington, D.C.

Dr. Benjamin Hoffman, M.D., CPST-I, FAAP
Professor of Pediatrics, Doernbecher Children’s Hospital, Oregon Health and Science University

Dr. Ben Hoffman is a nationally recognized expert in child injury prevention and a leader in the field of community health and advocacy training for pediatricians. He is a Professor of Pediatrics at Doernbecher Children’s Hospital at Oregon Health and Science University in Portland. There, he is the Vice-Chair for Advocacy, Director of the Oregon Center for Children and Youth with Special Health Care Needs, and Medical Director of the Doernbecher Child Injury Prevention Program. In 2024, he had the honor of a lifetime, serving as the President of the American Academy of Pediatrics.


J. Brady Howell
Senior Policy Advisor, Government Relations, Brownstein Hyatt Farber Schreck

Brady Howell’s deep understanding of interactions between Congress and federal agencies gives him valuable foresight into legislative and regulatory actions, particularly in international business. With over a decade of experience working with policymakers in foreign affairs and financial services, he leverages strong connections to help industry members meet their policy goals.

Before joining Brownstein, Brady served on the House Foreign Affairs Committee under former Rep. Dan Burton (R-IN) and Chairman Ed Royce (R-CA), advising on key issues and securing the passage of significant legislation, including economic sanctions on Russia, Iran and North Korea. He then served as a senior advisor in the Treasury Department's Office of Legislative Affairs, during the first Trump administration, where he acted as the lead legislative liaison for the Committee on Foreign Investment in the United States (CFIUS), helping with the implementation of the Foreign Investment Risk Review Modernization Act (FIRRMA) and fielding congressional inquiries. He supported all aspects of the Treasury Department’s engagement with Congress, including guiding 23 of President Trump’s nominees through successful Senate confirmation.

In the private sector, Brady advised foreign business leaders on complex cross-border trade and national security issues, using his relationships and expertise in international policy to help navigate legislative and executive action while managing geopolitical risk.


Radha Mohan
Shareholder, Government Relations, Brownstein Hyatt Farber Schreck

Radha Mohan translates Washington for companies with tax, education, workforce development and corporate social responsibility policy priorities, formulating their advocacy positions and brand narratives to resonate with lawmakers. She helps clients position themselves as thought leaders on important issues and develops proactive strategies to address them. Radha is plugged into the policymaking process and gathers political intelligence that enables companies to look around corners. While often presenting the “big picture” to her clients, Radha has the substantive expertise to engage directly with regulatory agencies and congressional offices when she identifies risks and opportunities to their business. Her creative approach to advocacy is used to overcome roadblocks in Congress and the administration.

Behind every successful advocacy effort is a tactical thinker and Radha excels at developing long-term strategies that incorporate public relations, media and grassroots engagement. This, combined with her understanding of the policy and political landscape, ensures clients are correctly prioritizing issues, sequencing their actions appropriately, and maximizing resources.

As part of her work at Brownstein, Radha represents a range of education clients in the early education, higher education, and ed-tech sectors. In higher education, Radha works closely with several colleges and universities and works with several private sector companies on their education and workforce development priorities. In early education, Radha serves as executive director of the Early Childhood Education and Care Consortium (ECEC), a non-profit alliance of the leading multi-state providers, state child care associations, and premier educational services providers representing over 6,000 programs across the country.


Carol Pollack-Nelson, Ph.D.
Independent Safety Consulting, LLC

Carol Pollack-Nelson, Ph.D. is a human factors psychologist specializing in consumer product safety. As a consultant and researcher, she provides objective, evidence-based guidance to manufacturers, retailers, attorneys, test laboratories, consumer organizations, and government agencies. Her expertise spans product hazard anticipation, age grading, supervision practices, warning label design and effectiveness, and the development of clear and actionable instructions. Before establishing her consulting practice, she served as a Senior Engineering Psychologist in the Division of Human Factors at the U.S. Consumer Product Safety Commission (CPSC).

Dr. Pollack-Nelson conducts research on consumer behavior, perception, motivation, and product-related injuries, with findings published in peer-reviewed journals, books, and presented at national and international conferences. Actively engaged in professional leadership, Dr. Pollack-Nelson has served as Board Member and Board President of the International Consumer Product Health and Safety Organization (ICPHSO), Board Member of ASTM International, Vice Chair of the ASTM Executive Committee (F15.90), Chair of multiple ASTM subcommittees, Chair of the Human Factors and Ergonomics Society’s Children’s Issues Task Group, and member of the JPMA Cares Advisory Council.

Her contributions to the field have been recognized with numerous honors, including ASTM’s Award of Merit, the Human Factors and Ergonomics Society’s A.R. Lauer Safety Award, the CPSC Chairman’s Circle of Commendation Award, ICPHSO’s Ross A. Koeser Achievement Award, and ASTM’s Consumer Award. Outside of her professional work, Carol is a Zumba instructor, enjoys organic gardening, and loves spending time with her family

Jeremy Richardson
Partner, Litigation and Intellectual Property Practices, Smith, Gambrell & Russell, LLP

Jeremy Richardson is a partner in the Litigation and Intellectual Property Practices of Smith, Gambrell & Russell, LLP. Through SGR and prior firms Jeremy has been an associate member of the Baby Safety Alliance (formerly JPMA) for more than a decade. 

Jeremy works primarily with consumer product manufacturers, and particularly those in the juvenile products industry. He litigates disputes throughout the country in state and federal courts, and in arbitration. For the past several years Jeremy’s practice has focused on defending class action false advertising matters, especially post-CPSC-approved voluntary recall cases. He has represented many e-commerce businesses, including Baby Safety Alliance members.

In addition to his active participation with the Baby Safety Alliance, Jeremy is a member of Toy Association, ICPHSO and ASTM International. Jeremy earned his B.A. from Washington University in St. Louis and holds a J.D. from Rutgers University School of Law.

Shane Simenstad
Director of Public Policy, Safe Kids Worldwide

As Director of Public Policy, Shane is responsible for coordinating Safe Kids’ government relations strategy and engagement of federal policymakers on child safety issues including road, water, and consumer product safety with a particular focus on systemic drivers of injury. He also oversees the policy team’s provision of technical support to the Safe Kids coalition network in their engagements with local and state level public officials. Shane holds a bachelor’s degree in political science from the University of Wisconsin-Madison.
